libcec3 software package provides USB CEC Adaptor communication Library (shared library), you can install in your Ubuntu 16.04 LTS (Xenial Xerus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libcec3
libcec3 is installed in your system.
Make ensure the libcec3 package were installed using the commands given below,
$ sudo dpkg-query -l | grep libcec3 *
You will get with libcec3 package name, version, architecture and description in a table
